Xu Qin elected new mayor of Shenzhen

Yupu (R), Director of the Standing Committee of the Shenzhen's
legislature, congratulates Shenzhen Mayor Xu Qin after the legislature's
annual meeting ended Saturday (June 5). (Lin Qin)

Former Executive Vice Mayor of Shenzhen, Xu Qin, was elected Mayor
and former Party Chief, Liu Yupu, was elected Director of the Standing
Committee of the city's lawmaking body at the closing session of the
six-day annual meeting of the legislature Saturday (June 5).

Xu, born in 1961 and a graduate of the Beijing Institute of
Technology, is also the city's Deputy Party Chief.

The Jiangsu native became an official with the National Development
Planning Commission in 1987, the predecessor of the National Development
and Reform Commission, and was vice head of the high-tech industry
department of the commission between May 2003 and July 2005.

After acquiring a doctorate in business administration at the Hong
Kong Polytechnic University in 2004, he was promoted to head of the
department in July 2005.

He was elected Shenzhen Executive Vice Mayor in May 2008.

He has been described by local media as earnest, modest, polite and

were re-elected.

Yantian Party Chief, Yuan Baocheng, Deputy Secretary-general of the
city government, Zhang Wen, and vice head of Longgang District, Wu
Yihuan, were elected Vice Mayors.

Of the six Vice Mayors, three were born after 1960 and, at 41, Zhang
is the youngest.

Two of the Vice Mayors have doctoral degrees.

The annual legislature meeting reviewed and passed a series of
resolutions setting a human-oriented and innovative tone for the city's

Liu Yupu, born in 1949 and a Shandong native, was Shenzhen Party
Chief from December 2007 to April this year.

He was succeeded by Wang Rong, who was then also acting Mayor.


Vice Directors of the Standing Committee of the lawmaking body are:
former Party Chief of the CPC Shenzhen Municipal Commission for
Discipline Inspection, Tan Guoxiang; former Vice Mayor Yan Xiaopei;
former Vice Directors of the Standing Committee of the legislature, Zhou
Guangming and Ji Jusheng; Chen Biao, former Party Chief and head of the
city's development and reform commission.

Li Huanan was elected to lead the Shenzhen Intermediate People's
Court on Saturday.

Li, born in 1959 in Anhui Province, had been executive Vice Director
of the Standing Committee of the Shenzhen Municipal People's Congress
since February 2009.

Bai Xinchao was re-elected chief of the Shenzhen People's
